黄仁认为，以上这些做法都需要掌握正副元首的行踪和习惯，特勤人员是正副元首的贴身侍卫，是可以精准掌握正副元首行踪、习性的人员，他绝对相信特勤人员的忠诚度，但近期发生太多大家都难以想像的共谍案。

黄仁表示，虽然对特勤人员有信心，但他们的工作实在太重要，绝对是中共积极吸收的对象，国安局不能不提高警觉，什麽做法降低特勤人员被吸收的机会？正副元首身边的特勤人员应定期替换，过去特勤人员都固定，一跟就跟到任期结束，如果定期更换，可避免正副元首的动态遭到掌握。

有关特勤人员相关安全查核标准，黄明昭表示，特勤人员忠诚安全查核特别严谨，除了实施一般的查核以外，还有仪器测电查核，也就是测谎，有没有被吸收接触，都可以显示出来。另外关于正副元首身边的特勤部分，则是每半年就要做忠诚查核一次，也就是密集的安全查核，看是否有异状，倘若发现异状就会马上调离职务，并做后续的追查。
